Hello.
I am looking for information about who is responsible for the upkeep of cemeteries. The Stephan Ledford Cemetery in Harlan County is in much need of restoration. Although there are around two-hundred people interred at the location, the cemetery is in a really poor condition with sunken graves and an overgrowth of weeds and briars. I noticed that some of the graves there were from a Qualls Family.
